Frederick asked for apple juice, and ordered water for Nikolai, who wouldn't speak to her. Once the woman was gone, Nikolai started talking again. "Well, you have some idea. Frederick may help with the same kind of thing, but I don't know how much else he'll be able to do."

"I want people to hear about it, and understand it, but I don't really know how we ought to get the message out."

"Ah, well that's where I come in. I haven't ever tried it, though, so I don't know if it will work." Nikolai started to chew on his knuckle, clearly deep in thought. Frederick sighed. "The only thing everyone sees are the announcements on the television, and that doesn't even include the people like Deborah, who have absolutely no reason to keep with the government."

"Yeah that's the problem." Owen agreed. "What's your idea, Nikolai?"

"Well, we've got to get it on the announcements somehow, without them censoring it," Nikolai said. "So there are two routes to take, one is that we try something that the normal people will understand but the government won't, the other way is by putting it on ourselves." Nikolai started to tap.

"What would the normal people understand that the government wouldn't?" Owen asked skeptically.

"Well, I would tell you, except I was raised in a government family as well, and I am by no means a normal person," Nikolai answered, ever so modest. "I don't think there is anything, but I'm in the same position. We could try asking someone," Frederick suggested.

"Considering what I've learned in the short time it sounds like the government decides what we understand at this point." Owen pointed out. "But how would we put it on ourselves?"

"We'd have to have a broadcast point," Nikolai said. "Or use theirs, but that would require breaking into the place and then getting into their system which is supposedly well protected."

"Which would be nuts this early on." Owen nodded "But I don't suppose you know how to set up a... what did you call it? 'Broadcast point'?"

"I have an idea, but I've never done it so I can't say for sure. Obviously we would need a transmitter, and then there's no saying how far we'll actually be able to send the signal, but on the bright side we don't have to find a way to send video feed - that would be bad - and radio waves are easier to work with. Hm. But then there's the problem of making sure that everyone picked up the waves." Nikolai was scowling by this point. "So recording is the easy part. We'll have you do it, beforehand, and you can be at home with Tyler when it actually plays so that even if someone recognizes your voice, no one really suspects you. Since we'll probably have to broadcast multiple times, we can also have different people say it in different areas. That way, when we get to your area, Tyler won't even get to hear your voice himself. We'll use someone who sounds not too different, though, so Tyler thinks anyone who may have told him that they're merely mistaken."

Owen frowned. "Well, the bits of that I could understand make sense." He said after a moment.

"What I'm talking about is sending your voice to certain areas at a time, with you speaking the message you want to send," Nikolai explained briefly. "That's what you need to focus on. Now, explain to me, when you get one of those announcements from the government how does that work, as far as you know." Frederick was shaking his head. Even after knowing Nikolai for so long, he still didn't understand what the hell he was talking about. It surprised him that Nikolai had to ask about the announcements. "Wait, Nikolai, you get them too." Nikolai glanced up at Frederick. "I disabled a few of the electronics in my place. I don't like their babble. I only ever got them at school."

"I don't know how it works, the thing beeps to get your attention and then it plays some prerecorded message. They don't teach you how these things work."

"And you've never even tried to take it apart?" Nikolai asked, frowning. "I'll have to be able to check the radios, see what frequency they're picking up. Do you suppose it's different in the different territories?" One look at Frederick's face had Nikolai correct himself. "Are the messages played at different times or are they different in the different territories?"
