"Alliance? What kind of alliance?"

"Well," Emric said, drawing it out for dramatic effect. "Once Panem finishes up with the rebels in our country, we're probably going to begin to war with the others." he said. "Gifted had delusions of gradeur, we've probably surpassed Rilla in military might now. That is," He gave a mischevious grin. "If you call my underhanded tactics military."

((Yes I dam well realise he didn't answer your question, thats sort of the point. I tried to guess what you'd do and failed, so I'm improvising here))

[Diz]

"Soooo, you want me to join military forces?"

[Gifted]

"Sort of," Emric allowed. Then he became sudenly serious. "Imagine it Diz. Panem and Amestris, the worlds two great superpowers. No Ravonia, No Rillia, No Talesworth, No Bellum, No.... whatever that sparrow chick's country is called, and certaintly no Forli." He paused, smiling. "You and me, we could do it diz. Think about it. You and I declare wars, at the same time, on Ravonia and Taleswort. Suddenly with both countries in a war, you've cut off both of their main backup sources: each other. They cant send each other reinforcements when they need every man for themselves. And then, since Ravonia would probably be the easier of the two, if i finish there early I could send in my own troops to help you if you need it. Then you and I have all the remaining citizens from the old Ravonia and Talesworth to choose from fo our armies. We could conquer anybody. Even Rillia, the military capital of the world, wouldn't stand a chance. We could attack Rillia both at once, conquer it and then divy it up. We could move in and claim Forli as soon as the radiation levels lowered back to regular levels and there wouldn't be a person in the world who could stop us. Imagine it! The only ones who could possibly rival our power would be each other!"

[Rachel]

Rachel stood up soon after Raven left, followed by Flank and Molly. She opened the invitation as she walked and smiled slightly as she realised what it was. Flank looked at her questioningly.
"Raven's wedding," she said simply as the three stepped onto their boat, Rachel loosing her balance.
Molly grabbed her arm to keep them steady, only then noticing that she was missing a finger. The younger girl was immediately alarmed.
"Rachel, what's happened?" she asked once they were seated, indicating to the dictator's hand. Rachel hesitated.
"Beck was... killed," Flank explained quietly. Molly's eyes widened. Flank continued anyway. "He was murdered by what we've assumed to be the rebels. But... Riley was involved. He killed her... And he's gone missing."
"My best friend killed my sister... He'll die," she promised in a whisper. Molly nodded.
"I can see..." she said. She didn't know how close they had been, but she assumed that it must've been very, considering Rachel had sworn blood revenge, hence cutting off her finger.

[Diz]

Diz paused for a second to make sure he had finished talking.
"I'll think about it, but more importantly, why isn't Gifted telling me this?"

[Gifted]

"Because she's not the one in control anymore," Emric said simply.

[Diz]

Diz wasn't expecting this but didn't question what she had just heard. She could tell something was different about Gifted so he wouldn't be surprised if Emric had done something to her.
"Well, I think I might take you up on your offer."
Diz knew she was taking a huge risk by accepting Emric's offer, but she knew that she could take down Panem if she needed.

[Sparrow]

An annoying ring tone suddenly starts playing.
Steve flips the phone open,
“Hello?”
“The situation is not looking good...” Mr. A says grimly.
“Hold on.” Steve says quickly, and then puts the call to speaker phone.
“What?” Steve asks.
“Theiro is over run, I suggest taking action.” Mr. A says sadly.
“You mean?” Sparrow says not finishing the sentence.
“Yes, 247. It’s the only way to ensure safety. We have already evacuated the unaffected.” Mr. A says somberly.
Sparrow looks to her watch grimly.
“Your sure nothing can be done...” she asks.
“We’ve done all we can.” Mr. A replies.
With that, Sparrow twists the watches top, pointing a set arrow at letters engraved in the watch.
“T-H-E-I-R-O” she spells out as she twists the watch.
Then does the same for the numbers.
“2-4-7”
A button pops up on the watch. Sparrow hovers her hand over it.
“Forgive me.” she says sadly before pressing the button.
In the distant horizon a bright light flashes, followed by a sound obvious to be a large explosion, the ground quakes slightly.
Theiro, a small nearby island under Sparrow’s rule, has been destroyed.
There is a moment of silence before Sparrow speaks up.
“Mr. A, continue working on the formula.” She says sadly.
“I will get to it strait away.” Mr. A says, then hangs up.
“You did the right thing.” Steve says reassuringly.
Sparrow doesn’t reply and stares at the horizon.

[Gifted]

"I thought you might," Emric said. "I'll send you word once I get finished with the civil war. Gifted, come," He made eye contact with Gifted and she flinched, but did as he asked.the wo went back to the boat and sailed back to Panem.
